Does this support 110v AC ?

I am not sure. There are no specifications given on the amazon website. I checked on the bangood website with a similar device. It is rated at 240vac. Take that for what its worth. I used mine at 5v with ws2812b leds including the signal line at it works great.

Could I splice the audio and video rca cables to this?

You could, no telling what it would do to audio quality

Does this have an IP rating?

Not sure if it's rated, but I use mine outdoors (rain/ice/snow) from October to January with no ill effect.
