what are dimensions of the mounting base, and the overall size- see if it will fit on my mounting spot

The base measures 19 1/2 inches x 10 1/2 inches. The bolt holes measure 6 1/4 inches on center on the 10 1/2 inch side and 18 1/4 inches on center on the 19 1/2 inch side. The overall size is 28 1/2 inches across the table X 18 inches front to back. Hope this helps!

Does the out feed table adjust?

Yes, the table adjust so that the out feed side is lower than the in feed side. However, beware that as others have noted the retaining screws on the model I received were so tight that they couldn't be broken loose even after having soaked them in penetrating oil. The heads stripped. I returned mine.

Why can’t one just level both sides using a jointer rather have to use a planer (sorry for novice question)?

If all you care about is having both sides flat, you could just use a jointer. BUT ... usually we want both sides to be both flat AND parallel. In order to get parallel, you have to have the first flat side resting on a reference that is parallel to the cutter head ... this is what the planer does. Hope this helps,
