The locknuts seemed to seize against the screws. The screws seemed very soft, which is quite common for inexpensive stainless hardware. A split pin fell out, allowing the handle to rotate 360 degrees. I was able to extend the reach a little bit by putting the locknut on the inside of the latching tang.
