Is there a hitch lock that works with this bike rack? I do not want to drill out the holes to enlarge them.

Yes I used a standard hitch lock on my rake

The rack wobbles amd makes noise when folded down. It is movement from the rack where it is folded and I have the pin in. Is this normal?

I have the same issue. It’s loose when folded, even with the lock pin. I recommend using tie downs or bungee cords to minimize the rattling.

No. 2” receiver only. You would need to buy an adapter to make it work.
