Q: What is the cup size on the size 16 suit?

I normally wear a 38C bra and found the cup size in the size 16 suit to be bigger than that and decided a Size 14 fit me better. Hope this helps.

Q: Does the top float up in water?

No, it does not float up in water. It does tend to stick to the stomach area when you first get out of the water, but a quick flick of that top layer unsticks it immediately.

Q: Is there a way to attache modesty pads? I understand there are none but am hoping it's possible to attach some.

This is my 3rd purchase of this Miracle Suit top and it not having a modesty liner has “never” been an issue. There are 2 layers of fabric, the cup fabric then fabric that drapes over. I Love this suit! I travel a good bit and it travels well. I also found on all swimsuits to pull-up by the straps when stepping into it can damage or break the straps. I am careful to pull up my suit by taking hold of the body of the top and there’s never been an issue at all.
