I realise this is a bit late in the day but berets are typically wool, military berets have a string chord inside a leather band that you can tighten but otherwise using hot and cold water to stretch and shrink the rim then stretching it on to your head where you’d want it to sit and leaving it on wet to set the size should also work too

I have done that. Just wish the foam was a more open flexible structure. However not seen any.
