Q: Will this product work for fiberglass (not epoxy) surfboard repair?

yes, i used it to repair my broken 1964 longboard

Q: Could one first mix with a larger batch of resin before adding catalyst to a smaller portion?

Yes I used both before and after adding the hardener and got the same results. Base the amount of hardener on the amount of resin before adding the micro balloons. When you add the Balloons it increases the volume.
