Can you use this for fences and flooring structure?

This is a brad nailer. Wire brads are not suitable for any structural purpose. So, NO to flooring. It might be adequate for building a purely decorative fence, although, imho, not the best choice.

Can this staple gun be used to staple sisal rope to a cat scratching post? Will it be able to fasten the rope to a wooden post?

First this is not a stable gun, it’s a brad gun uses are thin nail type for molding , furniture, etc hope this helps

Can i use this brad nailer to install crown molding on top of my kitchen cabinets?

Should work fine using the 2" brad and with crown 2 1/2" or under
