Yes this should work - to avoid the ink clogging inside the nib, take the front piece which includes the nib and the plastic piece attached to it away and put it in warm soapy water overnight. Flush it with tap water in the morning THEN replace the converter with the new one.

This was years ago for me. I don`t remember it coming in a bag, it was more like a proper plastic container.
