I would recommend covering the 1" hole, just to be safe. Theres a possibility, budgies have been known to squeeze through cage bar spacing greater than 1/2." Thats why there is an advised bar spacing max.

Will my Quaker fit in the carrier?

I have a red back parakeet, which is a little bigger than a regular parakeet. I only put him in if I have to run to vet and he's in for a few hours and I mean only like 2 to 4 hours. A quaker in my opinion, I would go a bit bigger carrier. Hope this helped.
