It's actually not a hard call at all. YES. I use this with stencils. I've seen videos using with stencils and I see mixed media artists do it all the the time. It's like any other texture paste. Use a scraper, card, palette knife and be sure to clean immediately after or else you'll have a mess. It's sticky.

When dry, it has an off-white color and is very absorbent, making it ideal for use with acrylic and watercolor washes or inks.

How long does it take to dry/set?

It's thick, so it's takes a while. Generally anything called "paste" is going to need extended drying time. Also, for the fiber paste, I would not recommend trying to speed it up with a heat tool.
