Q: What is the inside head circumference?

About 22 inches. Fits my husband and I well (average adult head circumference), it also fits my 5yo son reasonably well-he wears it pushed back on his head.

Q: Could a ten year old with a 21 inch head, would it be too big?

pretty sure I have a 22 inch head, and this is unwearable, it's waay too small for me.

Q: Is the hat stiff, like real top hat (not a costume hat) would be?

Yes it is stiff and good looking but still a costume hat, as made from felt. But very impressed with them, the guys (with all sizes of heads) looked great in them.

Q: I have a head size of 7 3/8 ...fairly large ..will hat fit that?

I doubt it. I bought it for my 5yo, and it was only a little big on him. I'd think it would fit up through about a teen-sized head? Sorry I don't have measurements.
