Q: Will the 60L when full (not over filled) be considered carry on? Or is it too big. Thx

No, the 45l is carry on size. I work for an airline and the 60l is a no go for carry on. You will not get away with it. If you fill the 60l it’s way to big carry on. The 3V website has all correct bag sizes if not sure.

Looks like it’s stamped with “SBS” I haven’t used the bag but plan on using this summer on a safari. I like the size and that is very water resistant and also has backpack straps.

Q: Can you use as a carry on

It would depend on how full you filled it. It could expand to a size where it would exceed the limits of a carry on.
