Q: Where does this part go on a chevy trailblazer LS and will it make my rear latch open again

It goes on the bottom of the liftgate. It will make your gate open again if it is actually defective. There is a pin with a plastic bushing that may have worn out. You will have to take the interior trim out to see which particular part failed. Its a relatively easy fix either way.

Q: Wil this work for the right front passsenger side for a gmc 2004 envoy?

Don't think so, the liftgate uses a different type of latch, search for passenger door lock actuator.

Yes, it works with power locks.

Q: I can hear but the handle to the lift gate won’t open it anymore suggestions !

Check the wire bundle at the top of the gate if you can get it open, rear wiper wires are part of the bundle and usually also break inside the insulation at the flex point.
