Since there sre so many reviews stating the shortsge of balls when they received them, does the compnay make it right by sending the rest?

I did not have a shortage. I can barely fit them all in the bag when I put them away.

Are these balls soft?

They are a thin layer of plastic, definitely pretty soft and you cannot throw them hard. If you want to fill a pit get a few as 200 is a lot less than you’d expect.

Would 400 balls be too many for one year old

No actually not enough could probably use another 100 or 150

Are these really light pink, pearl white, hot pink, purple and turquoise? None of the customer images show these colors.

Yes. The turquoise is closer to a light blue but the other colors are correct. They added bright color to my daughter's ball pit that was full of orange, blue, green, etc. I wish I had just ordered these from the start.
