I'm thinking to tie a few around the pool as a ramp in case the cat falls in. would the cat be able to grab on to pull itself up?

There are actually products intended for this specific purpose that will work much better - just google "pool ramp." They're usually intended for frogs and smaller animals, but I'm sure it would save a cat in a pinch - maybe just tie it to the edge rather than using only the weight/gravel.
