Yes it does clean up with soap and water.

Q: Do I apply the glue on the puzzle side, or the back side of it?

This glue is great and easy to work with. Just follow the directions and it works best to apply the glue to both side's, especially if you will be framing the puzzle. It doesn't matter what side you do first.

Q: Does this dry glossy? I’m looking for a mat finish? TY

It dries to a finish that would match the sheen of the puzzle pieces. It appears to look like a semi flat sheen.
