Q: Could i use a pair of these to mount a large light bar on my truck roof?

Yes, you can. I have mounted stuff to my pickup with CMS magnets. One problem I have had is, depending on which magnets you buy, they can be very hard to take off. I suggest testing various thickness pieces of soft material, like soft foam plastic between the magnet and the metal to protect the truck finish and allow for easier removal. In one case, I have to use both hands and pull with all my might to remove two CMS magnets that hold my 5th wheel cable latch to my pickup when the trailer is attached to my pickup. I have got to put a soft piece of plastic between the magnets and truck finish. I weight 200 lbs and do not lack strength.

If it’s a good flat surface, a lot. On average it can pick up quite a bit of decent sized items. If you’re looking to get larger or heavier items out of the water, I’d get the higher capacity magnet.
