Can i use a glass clear spar varnish over this product on my boat's teak rails?

You probably could but the sikkens varnish has is know for it UV protection and holds up well in weather. The spar varnish will likely peel much sooner.

I have stripped all of the teak steps on the ladder of my boat leading to the flybridge. Would this product be suitable for boat steps?

If new wood, you should at least lightly sand with 150 grit to break mill planer "glaze" on wood. The slight surface roughness will help the Cetol bond better, and will disappear after the first coat or two. Of course, sand with the grain, and not against. With teak, the Cetol has enough amber color, I would consider skipping the stain.

Is this recommended to stain a wooden fence? If so, what specific type?

This is an oil-like finish for teak wood; not a stain. From my experience with it on teak wood, I would pick something else to stain a fence since it does not last all that long. The look on teak wood is really nice though and I can see someone wanting to use it. I hope this helps.
