why does the 'second' arm look long enough to jam against the casing, in the photo?

In poor light situations, that extra long minute hand is much clearer to see, and distinguish from the hour hand. It works, especially when you're between two sleeps and your eyes and brain might not be so sharp. One glance to learn what time it is, and you can't make a mistake. It was a great idea. I've been waiting for clock makers to do this for decades!

Does this have a silent sweep function for the second hand?

The second hand steps 1 second at a time. It's in a relatively noisy environment but I can't hear it stepping.

Is this suitable to have in the bathroom

As the mechanism behind is not sealed, including the battery, it will not be suitable for bathrooms. I have this Youshika clock in my lounge and it is excellent. I would have thought by now, all clocks should be radio controlled.
