Nope, it will interfere with Cable lines within 40ft of it. At least it did for me. If RFI is a concern get a shielded unit, not this one.

You use alot less power.I have a 1000, 600, 400 and my bill went up only 50$ a month versis old school ballast it would b 150$ more a month

if it's digital it should automatically recognize the type of bulb it is trying to power and adjust itself accordingly so you shouldn't have to do anything. However, I don't trust iPower, so there could be issues. I suggest you try to contact iPower to see if they can answer your question better than me before you attach a 1000w ballast to your 400 watt socket. You don't want to overpower and short circuit your equipment.
