Can this be used as a charger too?

If you had the appropriate voltage converter and regulator to charge a lithium ion battery this could be used to connect the battery to the charger. Otherwise this adapter alone does not regulate voltage and is only a means to allow a simple connection between the battery and other components. So the adapter alone could not be used as a charger.

Does this have a on and off switch?

Currently have this adapter installed on my daughter power wheel four wheeler. Any reason why it would be blowing a fuse after only going about 10 ft?

As per your mentioned, it might be that the instantaneous current passing through your device is greater than 30A. In this case, you can replace the other equipped fuses to use. If all fuses were damaged, then we suggest you can buy a 40A fuse or cut off the fuse part to use, however, you may need to pay attention to the battery heat and the possibility of damage to the device.
