Q: do these seat covers fit for a Ford 2013 e-250 van?

There were no hooks or straps. To secure the bottom of the covers. I bought them for my Nissan truck.

Q: Will these fit my Toyota 2007 Sienna?

I have them on a 2012 Venza, and the front bucket seats are not too different than the Sienna'a. My wife had a 2010 Sienna and they fit when I tried them on that vehicle. They are not full coverage covers - just the front and a bit of each side. The bottom fits over the entire seat bottom. The headrest is a separate piece. I've had no problem with them on my Venza and I'm in and out of it several times a day

These covers were for my Kia Optima and my car does not have arm rests, so no, these seat covers do not come with arm rest covers.
