Well, in my opinion just the skimmer might be useful for you, I think they sell it for about £6 - £7. I have a pool 300 x 200 x 70 and I use only the skimmer, the hoover is too much fiddling with it for very little result.

What does the vacuum work off?

You connect it to your hose pipe, and it uses the force of water to push debris into the collection bag, while the water drains out. It works pretty well.
