How much time does it take to erect the tent? Can one person erect and take down?

It takes about 20 minutes for one person to erect the tent, and one person can complete the installation and disassembly work. If you have experience in erect a tent, it will be faster.

What is the tent made out of? You say TC but what does that stand for?

I don't know what TC stands for, but this appears to be a light weight cotton canvas. It's a dress-pant weight material. Might have some poly in there for stain or crease resistance, but it feels like mostly cotton. It is a fairly standard light canvas tent.

How far does the large pegs have to be from the base to anchor the top tent? In the sample setup, it looks like at least 8-10 ft.

You can be pretty flexible with them. I'd say you could put them as close as 2 feet pretty easily. If you go much closer than that, it will deform the angle of the roof of the tent. More distance might be advantageous for high wind areas (Wyoming), but in low wind areas, the stakes are more for shaping the tent than holding it down.
