Q: How long after seeding (ttfescue, perennial rye, kbg) and applying fertilizer should i wait before using extreme lawn booster?

I applied after 2 mows. So I'd say about a month

Q: Is this concentrated? If so, how many gallons of water do you add?

It is concentrated and you don't dilute it, the spray bottle system delivers the right amount with your hose water pressure (if it works well). Should take 30-40 minutes to apply.

Q: will this kill my new seed they have not sprouted yet?

No, it won't kill your new seed -- in fact it will help establish them. All of the Simple Solution products do not burn and are in concentrations that are beneficial in virtually all cases. I have used most of them for a few years and they seem to be the best lawn products i have found.

Q: I killed/scalped/detached weed-infested lawn and plan to slice-seed new tttf tall fescue. when before/after seeding should i apply this? (san diego)

Apply after seeds have sprouted. Best if sprayed with a sprayer that you can pre mix the water then spray.
