Yes. You can even set one to stay solid and one to flash. It has 4 flash settings.

Would this be good for streaming?

Streaming is exactly what I use it for. I do solo, acoustic live streams, so I need to control my lights with foot switches. I use them in a small room, 11' x 11' and I have had no issues. My ONLY con is that the plugs are short. I had to get an old toaster over from a neighbor and splice an extra 2 feet onto the plug. Depending on YOUR application, you may not need to do that. I just needed them on my other side and I don't have 20 places to plug in.... I have one. LOL I would buy these again in a second.

Will these light up a picture about 8 feet away

Not sure, not very bright and light very small area. Batteries run down quickly.
