Can an ipad/ ios device cast to the display without using the same wifi as the display?

Will this work with my Samsung note 9 to mirror to my projector? Are there any streaming apps that won't work?

It can mirror/cast Samsung note 9 to projector. Due to "HDCP" video copyright protection, Netflix, Amazon prime videos, Hulu, Comcast tv, Xfinity, Vudu, Sky Go, BT Sport, etc. cannot be mirror or cast, but videos on YouTube can be mirroring and casting.

Will this work with Pixel 3 XL to cast to projector with no wifi?
