Q: Can i use pisugar as an ups?

No. PiSugar1 will reboot the pi when stop usb charging.

Q: Can this be used as a RTC for the pi zero?

No. It's just a battery. No data connection to the Pi 0.

Q: Can this charge while leaving the raspberry pi off? When i plug it in while the pi is off it poweres on

PiSugar 1 will always turn on the pi when start charging. But you can shutdown the pi using ssh (or desktop) when the power is on.

Q: Will this shutdown the Pi when the battery gets low? Or will it just 'stop' without a software shutdown?

In this version ,it will cut off power support without soft shutdown. Soft shutdown fuction will added in next version.
