How do you fill them?

It is not easy. They have a flap that you open and then put the powder in. It took too long and the kids got impatient.

How many throws before having to refill?

I don't know how many throws but they lasted a long time. The powder is in like a stocking so it doesn't explode like a water balloon hope this helps. Good luck.
