Q: Does this have an o-ring seal?

No, it does not have an o-ring seal. However, there is a nice groove around the entire perimeter that you can add some adhesive weather stripping from Home Depot. If you are thinking of putting this tote in the back of an open pickup truck, the as-delivered condition works fine 95% of the time. For storm chasers, adding weather stripping takes care of any water seepage. If you are planning on rafting down the Snake River, you might as well but a tote that hermetically seals.

Q: Would this withstand an international flight? How much does it weigh empty?

It does! Took three to Ukraine this spring. I zip tied the locks and put extra inside incase TSA opened them. Went from Denver-New York-Amsterdam-Ukraine just fine without any cracks. Not sure the empty weight though. They aren't heavy.
