Do you have to remove the top on Gladiator to install them?

I it would be easier, but I did mine with the back still attached.

Does this fit the 2020 gladiator? Also do you need to sand the top in order to make it stick?

I have a 2020 and it fits. I didn’t sand but I did use alcohol wipes to clean first.
