It doesn't say on the object where it is made but it is designed in Italy and it is very well made. I had mine for many years and it looks like new.

How heavy a purse can it hold?

It can easily hold a big, full handbag. I use medium to big purses and never had an issue with the holder not being able to take the weight.

Does this really stay balanced? It looks like it would slide off surfaces fairly easily.

It is very cute and sturdy, but mine has slid off a few table tops! There can be no downward slope if it is going to stay on. Worth a try, though.
